Multi - modal Transport Operator (MTO)【悟空海运】
The multi 一 modal transport operator refers to the person himself or through his representative who has entered into a multi - modal transport contract with the consigner. He is a party, and has to perform the responsibilities for the whole of carriage contract. It can be described as follows:
(1) Actual carrier. Actual carrier can undertake either whole or part of the transport business.
(2) Non - Vessel Operating Common Carrier( NVOCC) . NVOCC forwards the individual part of transport to the actual carrier.
NVOCC has double identities. For shippers, NVOCC acts as the carrier who issues B/L, while for actual carriers, NVOCC functions as a shipper who is the principal for the transport of cargo to the named destination.
NVOCC is entitled to reach the transport contract so he should undertake both rights and responsibilities.
NVOCC must register at the residential country, subject to the relevant rules and regula-tions thereof.
NVOCC is entitled to issue B/L and collect freight at will.Most of the NVOCC are international freight forwarders with large scale and giant assets in the world.
