With ever — increasing development of international trade and transportation service, the containerization of transportation must be expended for satisfying customers. So door to door service has been demanded by more and more cargo owners. The whole transportation of door to door can he divided into five sections: (1) inland transport at the departure; (2) handling and conveyance at CY or CFS at the port of loading; (3) maritime transport ; (4) handling and conveyance at CY or CFS at the port of discharging and (5) the inland transport at the destination. Therefore, the freight in the containerization has not only taken the ocean freight into account, but also included all charges in the rest four sections ( as shown in the below chart).
In the chart, the cost in section (3) refers to the costs occurred in the section of sea transport, including basic ocean freight and surcharges, which may be paid by the shipper or the consignee.
Under FCL, charges in the sections (2) and (4) are both called Terminal Handling Charge occurred in CY at port of loading ( POL) and port of discharge ( POD) . At POL, collection of containers for export, storage, handling and preparation of documents of cargoes are to be conducted ; and at POD, similar operations such as collection of containers imported, handling, storage and documents preparation are to be finalized. So in order to distinguish the charges at POL and POD, the charge occurred at POD are called DTHC ( Destination Terminal Handling Charge). Both THC and DTHC are to be paid in local currencies.
Under LCL, charges are also called THC and DTHC occurred at CFS, which are paid for consol- idation/dismantling, packing, marking, sealing, stowage and preparation of documents for exporting customs declaration and importing customs clearance.
The section (1) refers to charges due to the transport of concentration between Door and CY/ CFS by road/rail/water at the exporting country or region. Conversely, the section ( 5 ) is the expense from the transport of distribution between CY/CFS and door by road/rail/water at the destination. Both two parts may involve in multimodal transport.
